That's two separate things then. Promoting for views/subs is not allowed outside the videos forums, but if you are asking for reviews and advice that's allowed, you just can't link your video. You have ask for the help and hope people click through to review your stuff. And if someone was going to do the work and give you a proper review, clicking to the channel and video isn't a big problem.

YOu can promote.. there are sections on the forum where you can post video's or ask people to check oput yoru channel and even review your stuff.
