FPS dies when recording

It is because your pc can not keep up with recording and gaming on it at the same time. Upgrade your pc or downgrade your recording quality. Simple as that.

Um, I'd have to disagree.
As I used to be able to record this game (and beefier games) without issue, on the same computer.

With the same exact settings? If you can play fine, and then try to record and play at the same time and you're getting fps drops and quality loss then your PC is struggling somewhere.

Same exact settings.
Will check resource monitor while recording when I can.

Try using OBS. That's what I , and many others, use. It is free and it is a very low CPU usage program. In my opinion it's better than paid programs.
I've heard great things about OBS, but, my computer can't run it.
While the CPU usage is very low, the system requirements can't be met by my laptop.
OBS needs DirectX 11, but my laptop only has (and can only support) DirectX 9.0c
Up-to-date drivers.
