If you have all 3 green lights on your youtube settings:

Then you are eligible to join a network. However I'm afraid once they start checking out your videos and see all the anime clips (even though you do dub it over with your own voice) that they will just deny you. It's not worth the risk for the network. But hey! You'll never know if you don't try and apply.

Yeah I guess...Ehh, we'll see, I'll apply once I start gaining subscribers daily.

I've got another question regarding joining a network. As some of you may know, monetization in Croatia is disabled. Does that mean I can't join any network?
