when does promoting cross the line

I hate it when people spam another persons video trying to promote their channel... Id prefer if they just send private messages to people instead...
 
I promote by trying to get shoutouts by other youtubers, ask my friends if they could check out my video and also if they make videos like mine we would feature eachother, go to some fourms and give them a link to my channel, give people on my skype to check out my channel and do collaberations. But i see this as its fine as long as your not spamming them.
