When do i make a twitter?

Make your Twitter account name before somebody else takes it. That doesn't mean that you have to hook it up to you YouTube channel yet. Get used to using Twitter before you officially link it to auto-post from YouTube.
 
I was actively on my twitter long before I even thought about doing my own stuff on youtube. It doesn't hurt to start now. Reserve your twitter name. Maybe later follow some of your friends and have them follow back to get started! It could be a way for them to see your stuff as well in future. Never hurts to get a Tumblr and Pinterest too if you don't have those.
 
Why wait? The amount of subscribers has nothing to do with having social media pages. It should be one of the first things you set up.
 
I agree with what KGATV stated. I happened to make the mistake of not having a Twitter before my channel got "popular", and someone happened to take my name. It wasn't a big deal; as I was able to use my business' name.
 
I don't think you can make it too soon. It is a great way to get your fans more involved with you, to advertise your videos, and to meet some new people. So make it sooner than later.
 
If you're going to make an account. Make it because you intend to use it, not because other people do it. It's a great tool to communicate with fans, better than YouTube. Sooner you make the sooner you can start tweeting and the more you tweet the easier it becomes too make interesting comments.
 
I agree with most of the other posts. ASAP! I started our channel a little over a month ago and created a twitter, facebook, instagram, etc... as soon as possible to help start getting the word out. As my YouTube channel grows, so does my following in the other social media sites. I also make sure to share my uploads to twitter and facebook to help get the content out to those that might not visit YouTube often enough to see you have new content.

Really though you can post your videos to twitter with hash tags. I actually used twitter for following celebs and stuff but after my subscribers started following and interacting I really enjoyed having it even more :)
