Remote viewing for 2 or more people

Hey whats up everyone. This is my first thread other than my introduction. I have a question though. Im trying to make a montage of things to do in saints row and Im looking for away to have me and the person Im working with view and comment on the video at the same time even though we are not in the same city. I heard a few people say turn the webcam to the video but this causes a delay between hat I see and what they see. Any help on the matter would be appreciated.

If there is a way for 2 people who are in 2 different locations to watch the same video at the same time and talk to each other about the video while its playing without any lag. Is that possible? Its just like Roosterteeth's "things to do in" series.
