Mine would be quality over quantity because people will be more willing to watch and stick around if it is something really good. Also, the chance of the video growing in the future is greater (especially if it hits the right audience at the right time.).
Now just because there isn't quantity (especially if there are few videos or if they are spaced out between each other- 1-2 months apart), does not mean that the channel/youtuber is inactive. It simply means they are just not ready at the time yet or they are waiting for something else. Activeness is when the youtube interacts with the community on a regular basis and it doesn't have to be in terms of having content constantly, though it is recommended to have a schedule and stick with it
