No option to create custom url ?

I don't seem to have the option anywhere in the advanced you tube settings to create custom url, followed the video on here, but as I say I did not have the option to do this. All I had was :

YouTube User ID
YouTube Channel ID

Along with a couple of other things , authorised sites to google and sign out of you tube sessions. Google plus seems to be more of a hindrance than a help. How can I resolve this ?
