Network Ad Sales Team

I really curious what actually is the term "ad sales team" in MCN, is that something like the network had their own particular ads team? Now Im confusing that, Google had their own ad sales team, some network hads theirs, will they both crash together? Will Google actually agree that third party run their own set ads on Google property? But so far I only seen "ads by Google" on all kind of ads running in Youtube, but never see some ads shown "ads by Maker/Fullscreen etc", am I misunderstanding the term in here?
 
I don't know much, but I know @markkaz has experience being with Fullscreen and their ad sales team. If he sees this maybe he will be nice enough to reply and could explain everything for you.
 
Sorry, I don't have any experience with Fullscreen's ad sales team. They never did anything for me if they have one.

Yes, Google allows networks to secure ads to be run through YouTube's systems. I'm sure Google still gets paid something as well.
