Need Help putting overlay sony vegas

hey guys i run a decent clash of clans channel and was trying to get the double bar overlay on the sides of my videos but i cant put the overlay on without blocking any of the video , im trying to get it like this guys video where it dosent block any part of the video . Havoc gaming on youtube
