Yep that very well may be it. Do you meet all the guidelines for an Adsense account, like for example are you over 18? (Don't have to answer if you don't want, its just that you have to be 18+ to get an account)

Listen here, that must be the reason stated by RPM why you cannot join adsense. Go behind and check your mails from YOUTUBE about your monetization being disabled. If im right then application behind rejected is the reason, then its probably because-
-Your content was against Adsense policy
-You are under the minimum age requirement of 18

You can link a new adsense account to your channel yes, but that previous post said you hadn't been approved for adsense. Do you already have an approved account then?

AdSense is not disabled, but not yet fully acitvated!
