Maybe if your channel was rocking some serious traffic that could be plausible in all honesty, although most people like to be independent, and you also just stated that you don't even have a YouTube channel yet, which leads me to believe you won't have anymore traffic than your potential 'clients.'
I am not a pro with YouTube TOS either, so not even sure if it can be done while still pertaining to their rules, but I guess in theory if a small channel was having a rough time and you had 150k subs; that could work.
All in all, I would suggest to not go down this road, and just create your own content

are you sure he means being up front about it? If so then I missed the point. I thought he meant like, you go grab someone's video without telling them, mirror it, and then be like "hey your video's on my channel, you owe me" I was like "are you KIDDING ME??" hahahahahaha ok maybe you're right with how you interpreted it, I was shocked he would even ask it the way I was reading it.

no he's saying someone is asking HIM to make a video idea THEY can't produce. Now he's asking if it would be right to ask them for a monthly fee for him to house it on his channel.

right, I'd only ask for payment for the creation of the video. I wouldn't ask a monthly fee for it being on the channel. Maybe a small cut of the monetization profits if there are any, but not an extra monthly fee. Now that that's cleared up. GO MAKE AN INTRO MY GOOD MAN. hahahahahaha
