no i dont think so but i personally wouldnt pay someone to give me a shoutout anyway, especially if they are another small youtuber, someone is being had here, shoutouts rarely work if im honest unless the youtuber doing it is very popular, some people are really sweet and will do it as a favour to you but in general i dont see the point of them, collabs yes shoutouts no

I have 70,000 subscribers and people are offering me money to give shootouts and I want to make sure it does not violate the TOS.

as i cant see your channel i didnt realise you were big my apologies, i honestly dont know the answer to that if they are offering you the money rather then you asking for it then i dont think so, people do adverts all the time so i dont see the problem
 
if it works anything like paid content. i would assume you can do it but you would need to at least have in the description that it was a paid ad (as that is what a shoutout is really)
 
In my opinion, anytime you are being paid for an endorsement, sponsorship or product placement, you should be disclosing that information to your viewers.

FTC regulations stated that the public should be aware of the financial arrangement so that viewers can take that info into account.
