How to upscale videos

Im gonna be recording some retro gameplay but I can never get it to cover the whole screen how do I do that?

I have 2 videos here (that are mine but for example as to what I've done)
(Filled the screen)

1 Layer fill/ blur& 1 layer normal over top )

The problem is the difference in aspect ratios, I'm afraid unless the game is in a 16:9 aspect ratio you'll always need to stretch the gameplay in editing.

ahh that sucks I guess ill have to wait for a that retron 5 with built in hdmi to record my retros stuff
