How to get subscribers more active?

So I've got a channel with nearly 300 subscribers (288 to be exact) and I was looking at my analytics (I know I won't get obsessed with all the numbers) and it said that I have 27 active subscribers. Wow. How can I get my subscribers more active? I asked some smaller youtubers who has similar channel types to subscribe to me if they'd like, through a YouTube group for beauty gurus. I didn't tell them I would subscribe back so it wasn't like a sub for sub kind of thing. So tell me what do you think helps get people more active? Or get subscribers who will stay? Thanks!

Some people just subscribe for the sake of subscribing, a lot of them just don't do it no matter what.

I would say to be more interactive, I personally either ask a question at the end of my video or when im sharing it on facebook/twitter i ask a question and ask for their response.

Sorry I thought I was looking at the active subscribers. I think I read it wrong. But still. I don't get very many likes or comments on my videos.
