Making an MCN isn't a walk in the park, it take dedication, capital, experience, and value to add to the ecosystem (of YouTube). Pretty much what happens is you ask your assigned partner/brand manager about applying, they give you the application, you fill it out, send it back to the specified panel, they decide, and you either become an MCN or not. Simple. The hard part (unless you have ties to a TV or movie studio like AwesomenessTV and ScaleLab) is showing your an established, reputable brand that is worthy enough to be an MCN. The easiest way to show your awesomeness is to become an VN under an already established MCN then have them vouch for you. I'm sure @Shane.C know more about the process seeing as he went through itI was curious about this, how are all those MCN out there being created at the first place? Any requirements / procedure?

It's 75,000 cumulative hours, not 15,000.once you get 15,000 hours of watch time in the last 90 days

do I need any capital to establish an MCN?
what do you mean by VN?It would be depend on which route you wish to take both routes in via 75k hours watch time over 90 days or via the VN route would both require capital how much would dependent on your own individual situation
what do you mean by VN?
ohhh, that is why so many sub network out there, so its easier to get approve? but under their network I cannot establish my own rule right?Start a sub network under a already established MCN
