How do you promote your video on Facebook?

I posted a $10 ad to travel enthuiasts 25-35 and 35-40 i think. Got like 400 views but 0 interaction. My friend who works in SEO told me I should have picked a location since if you don't pick anywhere there's a chance for a lot of click fraud internationally.. Next time I will target probably NYC where I live as Airbnb is popular here.
