How do I animate my character for my outro?

What program can I use to animate my character for my Outro?
Is there somehow I can Animate my character to make him float and move his arms and his hair a little?
Not entirely sure how the picture itself should look but I have made an example below. Any suggestions would be appreciated!

I believe that stuff is done through Adobe After Effects and Illustrator, that would be my first suggestion on what to look up.
