How are people using video footage or pictures as a backdrop?

You know, the person's body is layered on top of a video or picture background kind of like they have a green screen behind them. I've been using Windows Movie Maker, and there doesn't appear to be an option for this. WHat's a cheap and easy way to accomplish this look?
 
Most likely a keying tool you would find in most editors. Not too familiar with windows movie maker and whether it has that feature or not.
 
Not too sure if Windows Movie Maker has this option for you, as its a very basic editing tool :( However there are a few cheap editing programs out there for windows that can surely do that for you!
 
A really cheap and easy editing software is called "NCH Videopad". It allows for chroma key editing if you film in front of a green or blue screen. Windows movie maker is very limited. Also note, to do keying using editing software, your computer needs to be up to scratch, as it can use a lot of processor resources in the editing process.
