When i try to apply to RPM everything is alright but in the last step where the contract is, when i give country, secret question bla bla
it's saying this.....There is an issue with processing this contract. Please try again at a later time.
I am trying every day about 1 week but nothing change

Although I do not represent RPM, we use the same partnership form. Generally in cases like this you would need to be submitted manually.
I would contact support and let them know about your issue.
