While the first two wouldn't fit the full frame, the size given is the size for tv banners which is usually empty space so it dosen't need to fit all that, we could just fill it in with black. MegaPixels also matter, 10mp? I think is enough to blow it up onto a billboard. Did you crop that photo at all? Try to get as wide perspective on the photo as possible.
