Help with Monetization Errors

I have just left a network to go back on Adsence and i have a few monetization errors i have not seen before

The first one i get is

  • Sorry, monetization isn't allowed for this video.

The second one is

  • Unable to apply ad formats to video without a monetization policy. Please apply a monetization policy to a video before attempting to apply ad formats.

Normally I get two things either green monetization icon or click to provide commercial use rights

So this is new to me. Can someone offer advice or help on this issue?
 
You might have copyrighted content on the video, if so you won't be allowed to monetize it.
