ERROR when pressing on video manager?

Hi!

One of our latest videos got blocked in Germany. Therefore I decided to watch a videon on youtube of how I would fix the problem. The video is called: Video Blocked In Some Countries Fix 2013

After I followed his steps and the video was over, I pressed video manager and get this error:
500 Internal Server Error

Sorry, something went wrong.

A team of highly trained monkeys has been dispatched to deal with this situation.

If you see them, show them this information:

What does this mean?
Is my channel blocked?

They are doing maintence and there is a thread 3 below this one talking about it nothing to worry about.

This happens quite often, it basically means they are doing maitenence.

Can you see if it's blocked in Germany?
It says: Your dispute awaiting response by 11/16/13
When I looked at the video this was done by 2 sec.. What does 11/16/13 mean?
 
Usually if you get blocked in Germany it's because of music rights. The touch & go video worked for me though, that isn't blocked (as of right now at least).
