Just a general thought, there have been so many channels that have gotten blasted by multitudes of copyright strikes over the years and yet never lost their channels. Sure, some are huge cash cows but some even relatively small channels (less than 20k subs) have come out entirely unharmed by having their channels shut down (temporarily that is, and then somehow restored - or even worse somehow not shut down in the first place).
Doesn't this equate to YT promoting a super sh*tty was of gaining subscribers/fanbase by leeching off content (reactions to full episodes of shows as merely one example), and then when you finally get shut down, you simply do something that doesn't break the rules? Sure, a vast majority of your past base will leave, but the portion that remains will still be far bigger than if that person was to legitimately build them up in the same timeframe (I've seen this occur a ton already TBH, simply from the suggested videos YT's algorithms stupidly thinks I want to watch over the years).
You leech until you're caught and build a sub/fanbase, you finally get your stuff taken down, you receive no punishment whatsoever and get to keep your channel because YT is ****ed, and then after losing 80% or whatever of your past viewers, you still retain a relatively large amount in that 20% that decides to continue following you. To me, that seems like YT is promoting scamming your way to success.
