I've been using my Canon ELPH 300HS for years now. 3.5 years in fact. You could probably get it locally for about $200USD (that's about $20 over your budget USD so not much). On Amazon, they're going for like $300. Way overpriced, and somehow they're going for more now. Very strange. Try Ebay, or local big box stores, and you can probably get em for $200 max. If you go used, I bet you could do about $100. Good deal. This video is the 1080p at 24FPS, which isn't great for high motion as you can see, but 720p at 30fps is great. Also, if you install CHDK, you can play around with it even more. 
Oh, but be advised, without CHDK (the mod) installed, it will limit itself to 10 minutes of record time each file, so you'll have to hit record again for 10 mins, but it's a point and shoot and not for extended recording sessions anyway... Still, it's a decent camera even til today. There is an issue of Lens Error that I've seen, but I haven't experienced it, so just be careful if you go used. I believe it comes with a 1-year warranty.
