Yes it does, but on YouTube it does not make any difference wether you have a bitrate of 40 or 20.
So I would definitelly recommend you lowering your bitrate settings.

I'm curious about this too.
If you use let's say, Handbrake, does the quality become worse than the original?
Cause the bitrate goes down to like 1mbps instead of the original which for me is usually 15mbps.

Whenever I've used it, you barely notice the difference.

Check your bitrate, too high is just superfluous - just follow YT's guidelines:

Funny story for me. My normal internet is not so good, and playing Happy Wheels or Minecraft is impossible without some lag. Yet when I upload a video, its done in a few minutes. Longer ones 7-10 minutes.
