Just put the ol' feelers out. Introduce yourself and see who wants to collab. People like to collab with others that are close to their sub/view count because they get the most out of it that way. And because they won't get mobbed by requests. Could you imagine if someone like Markiplier did a collab with a channel that had 1000 subs? He'd get bombarded with more collab requests then he already gets and would look like a jerk for saying no.
