I use Photoshop CC but i started of with iPiccy.com, its a free photo design website and easy to use

Any online editor or paint.

Use GIMP or Photoshop.
Its kinda sad that you never knew this before you started with youtube.

Yeah, I use photoshop. Allows you to get the exact size for the thumbnail then cut up your images almost perfectly. That's how I get my good thumbnails

You can use Paint.net to edit anything you do in sony vegas.... photoshop uses alot of GB if thats your problem
