Anyway to dim brightness of lights, Sony Vegas

I'm editing a video from a concert, and the glare of the lights are really intense, is there anyway i could dim the intensity of the lights without lowering the whole videos brightness?

If you have RGB curves, try use them to bring down the highlights in the video
