It's a fire effect probably done in after effects, there's many tutorials on how to do it, it's 2d animation in some cases

I wish I can make a parody of it, but it would come out terrible. I have been looking for an effect like that for a while now though. I just don't have after effects so this may be harder than I thought to accomplish.
