I know this is an old thread, but if you still need help reply and I can give you some insight on running a teamspeak server
 
You need a server. This can be hosted by anyone but keep in mind if the someone shuts down their computer or puts it to sleep, the server goes down.

Anybody can join, regardless of location. They just need the Teamspeak IP. If your hosting this on your home, you might need to Port Forward (google how to)
 
There are plenty of hosting companies around, and you can get a 10 slot teamspeak server for as little as £3. And, here are also loads of public servers that allow you to create, private, passworded channels for you and your friends!
