do i go to the person who sang it or the company that produced it?

or is it neither one of those and something completely different :l

i kinda dont want to get any copyright strikes on any of my tribute videos or amvs randomly

Famous song = pretty much impossible. They will not just give the rights. You will need to buy them. And if you think ok I'll buy them.
You buy the rights for only a certain time. So you will only be able to publish online with commercial rights for a year. And after that yo lose the rights again.
