If its YouTube partnership apparently they'd contact you now
if it's some other website, I have heard that you need 800 or so views per day... but some sites would accept less than this. lol.
But now YouTube is owned by Google a lot of new features are being rolled out the next few weeks, and so a lot of the benefits of being a full partner will be available to everyone (such as we can all monetize videos now) and very soon everyone can have custom thumbnails (everyone in good standing)
So until you have 1000's of views a day - which would start to generate a little money for you, I wouldn't worry
