i used to use panzoid when i first started out youtube but then started using photoshop...yes its a little more complex but you have complete control and can pretty much create anything you can think of , if you dedicate more time into a thumbnail, the outcome can be amazing!

I've used canva.com, corel paint shop, and tube buddy's thumbnail tool. I usually just use tube buddy, but you can't edit the size of the picture in it, so you have to use something else in addition to it.
