Monetisation Needed?

Hello everybody i want to ask if a partnering networks needs youtube accounts to enable monetisation? because im from greece and monetisation is disabled in my country. Can i partner with a network with disabled monetisation? i have no copyright strikes its just disabled in my country

You do not need to monetize the account to partner with a network. It's actually a much faster process if you are not monetizing.
