YouTube and billboard charts question

According to a blog post posted by YouTube a year ago Youtube's views count towards the billboard 100 charts. If I make a song and the video category is comedy will it have a chance of getting on the billboard charts or does my video have to be under the music category?

I think record labels submit their potential work to the charts, so they could keep track of everything.

but youtube stated it's automatically counted for by views but is that only if your video is set to music genre??
