Why does my YouTube channel have nearly 2 million views but still has not enabled monetization?

My YouTube channel has close to 2 million views but still does not enable monetization: "Account status: Under review Considered review. We will email you when your channel is approved."

Didnt you already ask this question in another thread?
Anyway, it's probably because the account is still under review. Nobody here can give you any more information than that.
Contacting Youtube Support might help.

hmm..how long has the pending status been? do you have any possible copyright type videos via music etc? that could be a reason why it's taking longer.
