Where can I report false flagging?

Title says it all, where can I report false flagging? I have evidence, one problem though its in Russian.(The false flagging isn't being done by one person, but by a whole group of people.)
Please help.

How do you know you`re being flagged?
If it`s false then nothing will happen and even if it does you can appeal.

Its not me being flagged but a vlogger I watch, his Youtube username is VANOMAS.
I know his being flagged because I saw youtube comments of people talking about this false flag "operation".
I made a screenshot, problem is its in Russian.
