Where can I find a tutorial for this effect?

Thanks! I've still been looking but couldn't really find anything that had the right effect or even looked similar to that. Even when I searched Wraith tutorials they all gave different types of wraiths BUT that 1 lol

lol I think I get the idea of what you are saying. Kinda like ghost-ish glow-ie smokey text, right?

Yeah, like it's being formed from mist/smoke to create a solid object but still hass the excess stuff. The picture I think the smokey look might be the guys hair but if you watch the walkthrough video for Shadow of Mordor you'll see the smokey effect I mean.
