What this channel doing bad? 300videos 1k subscribers example

Hello, i found this channel on YouTube, they got 300 videos and got only 1k sub. They got good wallpapers, and in tubbebuddy says "This video's tags appear 15-40 times in title and description " What they doing bad? Somebody SEO professor can answer?
I'm starting to think that the more you spend your time over tags, the more followers are running away.

They aren't doing too badly. They have 150,000 views which is decent. I notice they have stopped uploading or at least they haven't uploaded in the last 6 months. That's never a good thing.
