I know that cpm means how much money you get for 1,000 views, let's say the cpm is 3$ does that mean you get 3$ for 1,000 for you (net revenue) or these 3$ before the youtube and network cuts?

when people say my cpm is 3$ does that mean 3$ after or before youtube's cut?

CPM is the amount advertisers pay per 1000 monetized views. That amount does not factor in YouTube's or network cuts. The amount you receive after all cuts is RPM, or revenue per thousand monetized views.
 
Be careful. A lot of networks do not have a minimum CPM. Meaning they might say around 3 CPM, but there is not floor, so you could even earn less than a $1 CPM.

It's also worth noting that networks don't "have a CPM". That's not how online advertising works. It's a bidding system within Google Adwords/Adsense that the networks append additional ads to. And the bidding system takes into account demographics watching your videos, how much of a video they watch, etc. The channel content, demographic, quality, etc has far more influence on CPM than the network does.
