I was plaining to start vloging for my channel but I was wondering if you can monetize those too if there is music in the background? etc. If I'm in a car and the radio is on and music is playing, does that break copyright laws?

Yes technically. If you accidentally get a tiny snippet I wouldn't worry too much, but just try to avoid copyrighted music as much as you can.

I wouldn't worry about it too much. If YouTube doesn't pick it up, I say go ahead and monetize it. I've done vlogs in the car with music from the radio and I have them monetized because youtube didn't pick it up. If you can control it, turn down the radio when you vlog

It is not YouTube's job to tell you when the music is gonna get you in trouble. Don't rely on it or trust YouTube to do so. If the copyright holder later scans youtube for their music, you can easily get in huge trouble when it was apparently fine initially.

If its copyright music that you do not own or are allowed to use then don't use it ever. I make my own music using garage band

Legally it would be alright if the music was low and not a prominent feature of your video as well as not having an entire song in there. If you went to court over something like that you would likely win. The problem is that you're on YouTube and it's THEIR website so they do whatever the heck they want. So let's say you did it and an owner or YT caught it and consequences ensued. You would, at the worst, lose your channel and your adsense privileges forever. You wouldn't get sued or go to jail or anything like that.
