ok how do you know if your a youtube partner and why does my account say it in my dashboard when i never applied is anyone else having the same error

if you have a option that :
you can upload your own custom thumbnail
you have a banner
you can upload a photo besides the subscribe button
andd.. so on other features

YouTube has been glitchy the last couple of days...apparently they are busting out yet again a new looking updated layout...AGAIN! We have seen what the new comments section will look like and well I have to say its at least an improvement.

im glad there trying to improve stuff glitches are annoying though my dashboard is now swapping between partner and not lol

No it says I am a YouTube partner as well. Since the start of this year YouTube has named anyone who monetizes their videos a YouTube partner. You no longer need to apply, only monetize your videos however you don't have the banner or a few of the other things (I got custom thumbnails a few days ago though).
It eludes me how you become a "branded" partner now with the banner and other extra features.
