So the biggest part of YouTube is growing and entertaining, In your opinion what YouTubers don't deserve the fame they have and what YouTubers do?

There are some reaction YouTube channels I feel that don't deserve their fame. Some people really fake a reaction just for the views.

Even though this might be hated I feel Pewdiepie doesn't deserve all his fame I get lots of people like him but most people that are subbed to him aren't watching his videos anymore giving him hundreds of thousands of subs that probably wont even come back.

I don't necessarily believe that certain YouTubers don't deserve their fame. They're in their position thanks to the people that watch their content, so it's really more of a reflection about what people are interested in (including niches). Maybe I don't necessarily like certain videos or content creators, and I may disagree with the way content is handled (like producing click-bait), but I wouldn't say they don't deserve it.

If they somehow get to their position through illegitimate means (like bots, stealing content from other creators, or possibly breaking rules over and over without punishment), then yes, it's probably fair to say that they don't. Concerning who deserves it, well, it'd be nice if some YouTube friends made it, I guess, but I don't have much of an answer for that, either. Besides other important factors (like luck), whoever has the most interesting content and appeal probably deserves fame, I suppose.

Crappy countdown channels. They always get views but most are very low effort and just repeat info all the time. I dont mind if someone does something easy if its entertaining and unique but when people follow a fad and dont put effort into it I doesnt work for me.

Ok so reading the responses i feel like I worded this question wrong, however what about the reaction channels that just use other peoples videos and don't even react?

Let 'em do their thing... if they "react" to someone's video it's good for both parties... coat tailing for the reactor and increased market share for the original video. win-win for both, no?
