Obviously i cjecked google before coming here, thanks for your help though , but i did not understand anything form those tutorials on blur as they are all about bluring the face and its a completely different method

The ` Key is how you enlarge a video while editing.

How do i blur and enlarge a video?

To add a blur to a video in premiere just click the "effects tab", type in "blur" and drag the effect called "Fast Blur In" on to your video. Then go to the "Effect Controls" tab and drag the slider to adjust how blurry you want it to be. (see pic)



To enlarge a video, click the "Motion" effect on the "Video Controls" tab, and then drag up the "Scale" (see pic)
