Not too sure, this is just coming from my own knowledge, if you'd like however, shoot your partnership company an email asking them this. They might reply quickly since it isnt a partnership request.

Why would disabling monetization on you videos get you features any faster? It all has to be processed by Youtube. They have to remove your Adsense account from your YT account, and connect it to a networks. It doesn't matter if you videos are monetized or not. If you had never had monetization enabled in the beginning, then yes it would be faster, but now it doesn't matter now. I don't know anywhere you can read about it, but I can tell you this is the truth.

Disabling monetization will disrupt the process. You have to have active monetization with Adsense associated for the Network to link you.
