Pardon Me, but what is this editing technique called?

I'm preparing to direct, shoot and edit my own music videos and I would like to incorporate rapid fire flashing edits like what I see in this music video into one of my videos but I want to find a tutorial that can explain how to do this technique. (btw: I removed the sound due to offensive lyrics)

The problem is.... when I do a search on YouTube for "Rapid Fire Flashing Editing" or "Rapid Fire Flashing Edits" or nothing I'm looking for comes up just a lot of gaming videos.

Can anyone please help me?

In Adobe Premiere Pro, it's called the strobe light effect. You can create two layers, add this effect to the top layer and set strobe to 'Makes layer transparent'.
