Monetized playbacks Vs views

Approximately what is the average ratio of monetized playbacks to views for a small channel? This month I've got 60k views, and about 12k monetized playbacks. That's a 1/5 ratio of views to monetized playbacks. Is this low? Normal? People talk about getting ~2$ per view, but the monetized playbacks are so low that my 3$ CPM does not make up the difference.
 
For us it is usually 1/3 but it fluctuates between 1/2 and 1/4 (depends on year). This year it is between 1/3 and 1/4.
 
Its usually one in five for me too. Not sure what exactly affects the rate (i am in curse if it matters)
