I haven't had that happen. I just needed to do it manually and then send an email to support since I do not have enough subscribers to have it done behind the scenes. The big problem I have with the system is that you need 1,000 views a week. My top video (soon to be 2nd, but I digress) never once hit that 1,000 view a week mark. I checked. Many other videos follow the same view pattern, and all those videos combined carry my channel. I really hope they drop that requirement, until they do I will continue to email them as soon as my content gets flagged. I want to hit 10K subs desperately so I can get everything fixed behind the scenes. It seems that YouTube doesn't count you as a YouTuber until you hit that mark.
