I've been approached to license a couple of my videos to an outside website.
They want permission to upload, not embed.
Non-exclusive rights.

What would be a fair way to set a price?

What do you think the video is worth? When I upload to Rumble I normally ask what they think I'll get for it and if I like it I'll upload to Rumble. Lately they haven't been as responsive though... Just negotiate if you don't think their price is fair, if they really want it they will bend
 
A non-exclusive license is the right to use something (could be a song or a short story or even a patented invention) on a non-exclusive basis (meaning that the owner of the property can also grant a license to someone else to use the property.) So, in summary, you get to use the thing but the owner can let someone else use the thing too.

Yes they pay you in hopes to give you X amount of money and then make money off of the views they get. They will probably pay you based on what they think they will make on it. And I have licensed the same video to two different sites before and still have it on Youtube, one was on accident because somebody stole my video and posted it to Break.com. I woke up to a Facebook message saying I was famous with the link, sure enough there was me getting pepper sprayed with over 180k views in one day. I went to their copyright area and filed a complaint, next thing you know they made ME an offer on licensing or gave me the choice to have it taken down. I took the money for the non exclusive license and they transferred all of those views to my Break account.
